Tara (Sanjay Dutt) and Sitara (Govinda) are two small town street thugs who are constantly on the wrong side of the law. During a police chase, they happen to shoot one of the most wanted criminals of the nation, Cobra (Ashish Vidhyarthi) in order to escape.
Tara and Sitara manage to escape but Cobra gets arrested and vows to take revenge. The duo now have the police as well as Cobra behind them and they realise the only way out is to flee the country by crossing the Nepal border.
Meanwhile Cobras brother Panther (Gulshan Grover), who was arrested by a BSF Officer Maj. Ram Singh (Jackie Shroff) has the code to the nation destroying gun and Cobra has to get him out. On the other hand Tara and Sitara feel that Maj. Ram Singh is the only person who can help them cross the border and decide to befriend him and his family.
When Cobra gets to know about Tara and Sitaras whereabouts, he plots to use them to get his brother out. The two small criminals find themselves trapped in a catch-22 situation that could escalate into world terrorism! But ultimately good prevails and the duo proves that unity is strength.
